Over the past six years, Dove Consulting has provided

Organizational Development and Design
Dove Consulting brings a unique blend of strategy
and organizational development based on its best practice work
in industry. Working the senior leadership teams of large government
agencies, the firm has helped these organizations face tremendous
changes in the operating environment post 9-11. Dove has
help these organizations transform by providing clarity around
the right direction and steps to achieve real change. Examples
of this work include:
- Dove developed a comprehensive future-state model with a
partner firm for of a large agency within the Department of
Defense. This model provides an in-depth, forward-looking trend
analysis encompassing five mission-critical areas: strategy,
personnel, processes, technology, and the global operating/threat
environment. The project included interviews with leading policy
makers, military, intelligence, academics, and corporate thought
leaders.
- Dove implemented the first broad-based 360-Assesssment and
Executive Coaching project for 200 SES level executives within
a division of the Department of Defense. The firm partnered
with the Office of Personnel Management on the design and administration
logistics of the 360-feedback tool. The project received very
positive feedback from the organization’s senior executive
population.
- Dove performed an organizational analysis for a key organization
within the U.S. intelligence community. The project identified
the key structural, cultural, and leadership issues inhibiting
the unit’s ability to respond effectively to rapid changes
in the external market environment. The project resulted in
the development of a new mental model for leadership based
on shared (versus dedicated) resources.
Lean Six Sigma
Dove, we believe that most dramatic efficiency
improvements can be achieved by applying the Lean thinking philosophy. The
application of Lean Six Sigma skills and methodologies help organizations
identify and improve critical processes. Value stream mapping,
Accelerated Problem Solving, Kaizens and other proven process
improvement tools help organizations find and implement solutions
in as little as 30 to 60 days.
- NAVY Inventory Control Point; Dove and our alliance partner
Flow Consulting is providing Yellow-belt, Green-belt and Black
Belt training and consulting to help the NAVICP implement Lean
Six Sigma. At NAVICP, our program combines classroom
instruction with real-world hands on experience attacking mission-critical
process improvement.
Market Research
Dove Consulting has conducted several research
studies for the Department of the Treasury. These studies
have provided information to policy makers and have been utilized
by Treasury to help with products and policies to convert from
paper checks to electronic payments.
Non-Bank Financial Institution Survey Department
of the Treasury, Community Development Policy Office
Dove Consulting researched NBFI market for the
Department of the Treasury’s Community Development Policy
Office. The purpose of this study was to gather information
on this growing check cashing industry for Treasury in the context
of its broader EFT '99 goal of electronifying government payments.
Although the NBFI industry has grown rapidly over the last few
years, there had been little empirical research on the nature
of the industry – its size, products and service offered,
competitive structure, pricing and profitability. Dove surveyed
NBFIS in four cities to gather reliable information about the
number of NBFIs, business practices, fees charged, and the extent
to which federal checks are cashed. Our research team extensive
literature review, primary field research using an OMB approved
survey form, market mapping, and P&L financial analyses. From
this study, Treasury was able to gain new data on NBFIs' business
structures – where they locate, what products and services
they offer, and the fees they charge. Our report, Survey
of Non-Bank Financial Institutions (OMB Study #1505-0173)
summarizing the nature and characteristics of the growing NBFI
